What: the Tampa Bay MPO/TPO count programs covering county and city roads that FDOT’s FTO does not.

  • Plan Hillsborough (Hillsborough TPO): consolidated county count database — the Spring 2024 counts report (ADT, AADT, LOS), historical AADT 1995–2021, an interactive count-station map, and 24-hour multimodal (ped/bike/vehicle) counts at ~80 High Injury Network locations #status/verify years and count of locations.
  • Forward Pinellas: annual countywide AADT count-map PDFs, 2014 through 2024 #status/verify latest year.

Why: the primary count source for local-road TIAs in the home counties — most collector and county-arterial segments only exist here. When: local-road AADT and growth trends, ped/bike volumes on HIN corridors (Hillsborough), quick screening before commissioning new counts.

No login for either. Gotchas: adjustment methodology differs from FDOT’s — don’t quietly mix county ADT with FDOT AADT or apply FDOT K/D/T to a county count without saying so; Pinellas data is map PDFs, not GIS — plan on manual lookup.

Warning

An MPO count from two-plus years ago is screening data. If the number drives a threshold (signal warrant, turn-lane warrant, study requirement), get a fresh count.
