Role/jurisdiction: MPO for all of Hillsborough County (Tampa, Plant City, Temple Terrace + unincorporated county, plus THEA and HART). Staffed through Plan Hillsborough, the shared agency that also houses the City-County Planning Commission — keep the two hats straight (TPO = transportation planning/funding; Planning Commission = comp-plan/land-use findings). Not a permitting or development-review agency, but the region’s best data shop: consolidated traffic counts, crash/Vision Zero products, LOS reporting.

- LRTP is Access 2050, adopted by the TPO Board 2024-11-06, amended August 2025.
- The TPO — not the county — maintains the consolidated current + historical traffic count database for all major roads (the county publishes no public count database; see Hillsborough County).
