Run when: reviewing or producing temporary traffic control (TTC/MOT) sheets — state or local; confirm the governing standards (MUTCD Part 6 edition, Standard Plans FY) before the first checkbox.

Governing standard & concept

  • The cited 102-series index matches the work type (shoulder work vs lane closure vs flagging vs mobile op vs road closure/detour) — a mismatched index is the #1 catch #status/verify index numbers against current-FY Standard Plans
  • Every work phase has a TTC condition; phasing sequence buildable (can crews actually get from Phase 1 to Phase 2?)
  • Typical-section notes vs plan-view layout consistent (speeds, dimensions, device types)

Tapers, buffers, geometry

  • Merging/shifting/shoulder taper lengths per the governing formula/table for the posted (or work-zone) speed — recompute, don’t trust the label #status/verify formula & tables in MUTCD Part 6 / Std Plans
  • Buffer space (longitudinal, and lateral where used) shown and not repurposed for work area or storage
  • Lane widths through the zone adequate for the traffic mix (trucks); shifts drivable at speed

Pedestrians & ADA

  • Continuous, detectable, accessible ped route THROUGH or safely AROUND the zone — closing a sidewalk requires an equivalent route, not a “sidewalk closed” sign at the fence
  • Temporary ramps/surfaces, channelizing devices detectable to cane users; protected from drop-offs and traffic (PROWAG and ADA)
  • Crossings relocated? Then temp signing/markings AND signal ped features (pushbuttons, heads) still work at the new location

Lane-closure windows & analysis

  • Allowed closure hours stated on the sheets and backed by an analysis or agency lane-closure policy (demand vs work-zone capacity) — not just copied from the last job #status/verify agency lane-closure policy/analysis tool
  • Queue estimate vs upstream reality: does the predicted queue reach an interchange, signal, or curve?

Devices & readability

  • Device spacing (cones/drums, sign spacing series) per standard for speed; advance warning distances recomputed
  • Sign legends legible at the plotted scale — if you can’t read it on the sheet, the fabricator guesses
  • Arrow boards / PCMS locations logical; existing conflicting signs covered or removed by note

Signals & existing operations

  • TTC does not blind or contradict an existing signal (heads visible, detection maintained or spec’d to temporary mode, ped phases handled)
  • Detour routes: receiving streets can take it; turn restrictions signed at both ends; emergency/transit access maintained

Approval path: who signs off varies by owner — on FDOT work expect district construction and/or district traffic operations involvement; locals have their own MOT review desks. Name the approver in your memo. #status/verify per district/agency

Warning

A TTC sheet that is “per Index” but doesn’t fit the site (driveways inside the taper, no room for the buffer, ped route ignored) is still wrong. Indexes are typicals; the plan must resolve the site.

Practice question: night work, one lane of a 45 mph 4-lane closed, sidewalk on the closed side — list every checklist section that fires and the two most likely review comments.
