- Quote the code verbatim into a parking-code note per jurisdiction (section #, ratio, measurement basis — GFA vs GLA vs seats vs units — this is where errors live).
- Check for: shared-parking provision (method allowed?) · reduction/variance mechanics (who approves, evidence required) · maximums · ADA/EV/bike/loading adders · off-site/lease allowances.
- Table: | Land use | Code A | Code B | ITE | ULI | Observed | with a basis footnote per column.
- Narrative: what governs and why; where a reduction path exists.
Example application: urban infill mixed-use — CBD overlay exempts retail minimums while base code doesn’t; catching the overlay is the whole ballgame. Overlays, PDs, and TOD districts override base tables — search the code for them every time.
